Rental Housing Inspection

The City of Adrian has adopted a comprehensive rental housing inspection program that requires all non-owner occupied residential properties to be inspected on a systematic city-wide basis.

Why are inspections conducted?

The City of Adrian began inspecting non-owner occupied properties in 2001 to protect the public health, safety and welfare of city residents and to improve housing conditions within the City of Adrian. Ordinance 00-19 governs the inspections and the adopted code is the International Property Maintenance Code 1998.

What can I expect?

You must register your rental or non-owner occupied property. A letter will be sent at least ten (10) days in advance indicating the scheduled date and time of your inspection. An inspector will meet you or your representative at the property and record any violations of the Property Maintenance code. In the event violations are found, an Inspection Report will be mailed to you and all violations will be listed along with a time line in which to make the required corrections. Once corrections are made and verified by the Inspector, you will be issued a Certificate of Compliance, which is good for a period of 3-years.

What happens if I fail to make the corrections?

With a valid and approved reason, the inspector may grant you no more than a thirty (30) day extension. Failure to comply after that will result in a civil infraction. The first civil infraction is $100.00, the second $200.00 and the third $300.00. Failure to pay the fine, or if you wish to appeal the fine, a Civil infraction citation will be issued which will allow you to be heard before a judge or magistrate.

What are the fees?

The cost of registration is $50.00 for the first unit and $10.00 for each additional unit per property address. There is an inspection fee of $60.00 for up to 4 units and $10.00 for each additional unit after the first 4. This fee covers the first inspection and 1 re-inspection. Additional inspections are $15.00 each.

Are owner-occupied properties inspected?

  • Yes – the exterior of owner occupied properties are inspected.
  • Yes – if the house contains one or more units.

What will be inspected?

Exterior is in good condition. No peeling paint or missing siding. Electrical is safe. Safety fuses are required in 60 amp panels. Bathrooms are required to have wall outlets. All habitable spaces are required to have a minimum of two separate and remote outlets. Wiring meets code. Plumbing is safe, without leaks and meets code. Windows are in good condition and operable where required. Smoke detectors on each floor and within 15’ of all bedrooms. Heating system works properly and is safe. All other conditions on the property to satisfy the requirements of the International Property Maintenance code 1998.

What if I sell the property?

The new owner, must, within thirty (30) days after closing register the property in their name. The seller must provide a copy of any outstanding enforcements to the buyer. The buyer must provide this office with a notarized affidavit stating that they are in receipt of the enforcements, and agree, without condition, to make the required repairs in the allotted times.
